The human brain does not intentionally limit muscles. The brain is capable of many functions, but it is up to humans to learn how to control those functions. If certain muscles are limited in use they may be a function of the body.

For example, we cannot control our heart muscle because we need the heart to function automatically. Other muscles may be limited in use because we have not learned how to use them.
