In my opinion, the Israeli Mossad does not surpass the CIA in terms of its intelligence network. There are many reasons for this. The first reason is that the CIA operates on a much larger level and that it is well-tied with the rest of the world.
This potentially leaves the CIA in a better state of forming worldwide networks especially those in other countries. On the other hand, the CIA seems to have a better level of technology which allows it to surpass, and allows its agents to operate in other countries with ease. Overall, the CIA is much better.
