What can an administrator configure for users on the search results?

I just took the Admin 201 course May 2016 and they teach that the 3rd option is FILTER by which users can narrow down results, along with Numbers of records and Columns displayed. Googled this question and it seems I am not the only one with a conflict to this answer.
