No, humans cannot be regarded as a natural resource. Natural resources are those resources that can be used by the man to generate power in any particular form. Humans are living beings that fall under the domain of animals. The natural resources, however, include various renewable and non-renewable energy resources.

In the renewable energy category, we have the wind, sunlight, and hydroelectric power. In the non-renewable energy resources, oil, gas, and minerals such as coal, as the prime constituents. Hence, there is a big difference between humans and natural resources. In other words, natural resources are used by humans and not the other way round.
