Usually, EDM producers receive vocal samples as demos. Apart from that, a number of different vocalists record their ideas and sell those ideas to the record labels out there. The artists that are managed by these record labels can then use these vocal ideas in their own tracks. Most of the time, DJs create an instrumental track first and later, they add the vocals into it.
Newer artists who are making their name in the EDM industry can first make an instrumental track and then send it over to local vocalists to see if they can add their own ideas for vocals over it.
