I do not see why it would be a bad idea to pet a Siberian Husky in the state of Alabama. I think it would make as much sense to pet a Siberian Husky in Alabama as it would in any other state. Siberian Huskies are great dogs and if they are properly trained, would respond well if someone tried to pet them.
Before approaching any dog, it is a good idea to ask the owner if it is ok to pet the dog and ask if the dog is friendly. If the owner says it is ok, I would pet a Siberian Husky in any state.
