Most pirates operating in the Indian Ocean region, especially along the long Somalian coastline and in the Gulf of Aden are indeed believed to be mainly from Somalia. The Somalian coastline is the longest coast in Africa. When the government of Somalia fell apart in the early 1990’s, and with no coast guard to patrol their waters, other countries started illegally fishing off the Somalian coastline.
It has been reported that over $300 million worth of tuna, shrimp, and lobster were being taken by illegal fishermen. Local Somali fishermen formed together to try to stop the activity, first by attempting to extort money and then by physically high jacking ships and crew members for ransom. The success of their high jacking activities spread.
