There are many things that Russia is doing that may not immediately be obvious. There are some sanctions that are being placed on North Korea because of the various things that they have done so far, but Russia is not very hard on the sanctions probably because Russia is also unhappy with some of the things that the United Nations has done so far.
One thing that can be expected is that the Russians will be working behind the scenes. They will not make too much noise when they decide that they will not be just “silent observers” anymore although they were not merely observers, they were already working on a few things quietly depending on what they think will be best for their country too.
No, Russia is not more than a silent observer on North Korea. In fact they have been fairly vocal when criticized by the United States for not doing enough to support the United Nations resolutions against Kim Jung Un’s regime. Some observers think Putin sees helping North Korea as a matter of principle since Putin is unhappy with the sanctions placed on Russia over the Ukraine.
The Russians appear to try to agree with implementing sanctions, but then they work silently behind the scenes to undermine them. One excuse Russia provides is that they want to see an end to the joint military exercises between the United States and South Korea.
