I feel that most people are not bullies. They treat everyone the same. They treat people just like they would want to be treated. Since I do not use social media, I rarely am in contact with people over the Internet. Therefore, I have never cyber-bullied someone nor would it be likely due to my lack of Internet usage.
Years ago, I would chat with others online, but I did not cyber-bully anyone. People who cyberbully people over the Internet have low self-esteem or they are jealous of others who do have more than they do or they have things that the other persons want. It does seem that anyone can be a victim of cyberbullying, but it takes a really evil person to be the cyberbully.
