Which empire had the best navy?

At one time the empire of Spain had the best navy due to one battle. During the Spanish Armada, Spain sent its naval ships to fight England. At one time, it was avoided, but now they were fighting against each other. This battle was known as the Spanish Armada and it was made famous because the Spanish navy fought bravely against Great Britain which had far more ships and experience than Spain.

England had about 34 warships and over one hundred other vessels. Spain had barely one hundred vessels and not many warships. This should have been an easy battle for Great Britain to win. Instead, it took a while and they did not completely annihilate the enemy of Spain.
