FEMA stands for the Federal Emergency Management Agency. It is part of the US Department of Homeland Security. It provides help to those who need assistance because the emergency is so great. In the late 1970s, this agency was created in order to assist in disasters that would take place in the United States. When a disaster takes place, the state must declare a state of emergency.
When Hurricane Katrina took place in New Orleans in 2005, FEMA failed and people became aware that this agency was struggling. More recently, FEMA was called to assist in Hurricane Harvey in 2017. Some people said that it took a very long time for FEMA to come through and help. Since Puerto Rico needs help, FEMA may be helping them or changes may be made in the near future.
